In this country, where students want to do a PhD and they do not have financial support from home and do not have permission to do work where he is conducting his study. So its necessary (according to myself) that the university will support this type of students as far as its studies.
I know from my country there are 5 to 10 students want to come to Malaysia (specially in UTHM) for the study of the doctor degree, but all have the financial problem. In this way, when international students cannot come to UTHM then research will go less like comparing to other Malaysian university. The UTHM will reduce its value in the world ranking. The idea on my side is, UTHM should support all international students financially or give permission to part time job to extend the ranking of UTHM.
